What are the requirements for the local authority return?

Local authorities have been advised by the Health and Social Care Information Centre (HSCIC) that they’re expected to complete an Adult Social Care Workforce Data Set (ASC-WDS) return.

This has been endorsed by the Outcomes and Information Development Board (OIDB), which is chaired by the Association of Directors of Adult Social Care (ADASS) and the Department of Health and Social Care (DHSC).

Your upload must take place between 8 September 2025 and 10 October 2025 and Skills for Care will support all local authorities to do this.

Note, if you have CQC regulated services in your local authority, the data you add in ASC-WDS must match that held by CQC.

What workplace data will you need to add?

You’ll need to add:

•  the number of staff  

•  the employer type

•  the main service provided

•  any other care services provided

•  the service capacity

•  your service users

•  the number of current staff vacancies

•  the number of new starters in the last 12 months

•  the number of leavers in the last 12 months

What staff record data will you need to add?

You’ll need staff records for 100% of your staff, with their name or ID number, main job role and contract type completed. And for at least 90% of the staff records, you must also have completed:

•  their date of birth

•  their gender identity

•  their ethnicity

•  the number of days sickness they've taken in the last 12 months

•  whether they have a zero hours contract

•  how many hours they're contracted to work each week

•  their hourly pay or annual salary

•  whether they have a social care qualification

•  whether they have qualifications that are not relevant to social care

For agency staff, you need to complete their name or ID number, contract type, main job role, pay and average hours as a minimum.
